What is the best for protecting chips against static discharge? I've bought the socket to protect pins, should I somehow modify the socket so that chip is safe from static, like shortening all the pins?

I have a Master Pro 3 power attic vent and an old Butler Ventilating. They both have a thermostat and something else attached to the motor. Does anybody know what this thing is and how to test it ? There is some unintelligible writing on the Butler, nothing I can see

Unit turns on and shuts down, Will cycle several times, HV comes up to 30K each time. Monitored B+ would go from 137 to about 130 during the cycling, Forced on with menu,pwr, vol up and got the error codes P1,2&3 all =198.(main tuner dac bus fault)
