Do capacitors collect energy and store it until an external event causes them to discharge. Or are their capacitors that will collect energy and store it until the capacitor hits some peak level and discharge on it's own.

Anyone got any good tips for doing a good quality double sided board? My current thinking is to drill two large holes in the board pre-marking and line up the holes with circles in the peel film. Any tips welcome!
