Dollar store sells cell phone chargers which reduce the 12v vehicle voltage by about a third with a fairly simple coiless circuit. Could these be easily adapted to 8 - 8.5 volt chargers? Maybe put another resistor in parallel in an RC circuit? 75 ma - 200 ma is all that is needed.
