I'm designing a power supply which uses a transformer, Full wave bridge
rectifier, capacitor and an inductor.  Is there any reason why I should
use an inductor and a capacitor rather than just a capacitor.

I need a simple circuit, so I ask you the simpliest way to do it :)
All I need to do is this. I have a Vin of 9volts (battery), I need to
have a Vout=Vin for a few milliseconds (or even a few seconds is fine)
and then Vout=0. So the goal is: when you connect the battery Vout=Vin

I just got a FM transmiter module from supplier, after my test, its
every channel occupy almost 0.5MHz of range.
For example, when I tune to 100MHz, I can hear it from 99.7MHz~100.2MHz
