Hello.  I'm trying to figure out this pest control device and it has an 8
pin DIP with a part number of ETC551.  I tried the usual sources and was
unable to come up with a datasheet.  I'm assuming it's probably some kind of
timer or pulse generator because it's in the circuit with ...

In the perfect world there would be a flash-based microcontroller,
serially programmable, that could run off a single cell (meaning 0.9V -
1.8V or so).
PIC16LF62x's go down to 2.0V (with some reasonable temperature limitations)

Perhaps y'all can help me with a mystery.  All electrolytic capacitors have
a "working voltage" rating.  The question is, what are the consequences of
exceeding that voltage?  Now, before you jump to the obvious answers, read

Yeah, I forgot to order them.  And now I need one.  Actually, I needed one
this morning when I plugged the metal DB37 connector into the DCC5-P
Counter/Timer board and a slight misalignment shorted the PC's +5V to the
surrounding shell to ground.  It actually vaporized about  .035" ...
