In the typical set-up, what is the purpose of the "ballast"? Is the "starter" simply a capacitor? Does the "ballast" ever wear out? If the "starter" is a capacitor, I would imagine that can wear out? I tried Google to research this first, and it told me this newsgroup no

The circuit shown here: http://www.benchmarkmedia.com/pdf/panpot.pdf says that the total gain to one of the outputs will be .707 times the normal gain when the pot is in the extreme position. Is this correct?

Hey, for my school work i am using a 555 timer in astable operation to provide teh pulse for a 4017B decade counter. I have it all working properly however when i move my hand whithin about 15cm of the circuit it pulses much faster - its not really a huge problem for my project

I have two 12v-0v-12v one 230VA other 240VA transformers, can I connect the two transformers in series to give me a 24v-0v-24v supply (24v from 12v-0v-12v). Then, feed these via rectifier to well sunk LM317 / LM337T's. Would I have any issues.
