Allow me to introduce a new program that has been released.

PCB2Est

PCB2Est is a program that assists PCB Layout Designers (and Engineers) to
estimate the time required to do a PCB Layout.

All that it requires for Input are the X-Dimension and the Y-Dimension, and
the Number of Pins in the Design.

From this information, it can generate a pretty good 'guess-timate' of how
many Hours (or Days or Weeks) that a layout will take.
