Hello I have few questions.
How to make my own pcb library footprints?
On all ready make'd  pcb design I need to change  distance between
library footprints pin holes and to move them little bit down?

And how to covert measuring so that I can get distances in metrics units
(mm) instead of mil's?

Any library part can be coppied and then edited. just copy & paste the
component into the design manager. then rename it.

If you don't have a library with the parts in it, then project -> "make
project library".. copy and edit again.
