I'm trying to refind a site on the internet where you could download free
manuals for various equipment.
Specifically I'm after a Hitachi V550B CRO User/Service Manual
Anyone know of such a site?
Or where I could buy one in Australia?

Don't know of any free sites, but you could try High Country Data in Cooma,
NSW,

** The copyright holders of manuals usually want to charge you for them and
will sue anyone who posts the contents on a web site.
You will need to trace the import agent for that particular CRO -
probably long gone.

I just spent a few minutes googling because I have a
an interest in old CROs and boat anchor test gear but
you will have to spend your own time searching.

There is a racket going on with commercial CD's of repair manuals,
many for sale on eBay. People who have tried to set up free manual
sites have been threatened by various people who sell this info. Hence
no more free sites.
